Lead the Future of City Operations in One of the UK’s Most Vibrant Cities

Birmingham City Council – the UK’s largest local authority and one of the biggest in Europe – sits at the heart of a city renowned for its energy, diversity, and ambition. Serving over 1.1 million residents, the Council touches every aspect of daily life, from education and housing to transport, culture, and environmental services. Now, at a crucial turning point, we are reshaping our future – resetting how we operate to become a modern, financially sustainable organisation that puts residents at the centre of everything we do.

With a refreshed vision, a newly established senior leadership team and recognised progress on our financial recovery and improvement journey this is an exciting time to join us. We’re looking for an outstanding leader to head up our City Operations Directorate – a vital portfolio that keeps Birmingham running. This includes essential services like highways maintenance, parks and open spaces, fleet and transport, environmental health, trading standards, waste collection, street cleaning, and bereavement services.

The successful candidate will provide strategic leadership for the Council’s largest customer and community facing Directorate, driving transformation and modernisation, to ensure services are performing at their best, whilst aligning resources to maximise benefits to taxpayers and residents. As part of the Corporate Leadership Team, the role helps shape the council’s overall strategy, ensuring services are efficient, inclusive, and meet the needs of residents. It involves leading major change and transformation programmes, working closely with elected councillors, community partners, and staff.

This is a chance to make a meaningful and lasting impact in a visible, influential role. We’re looking for individuals with experience of driving transformation and innovation in frontline services – whether from the public, private, or non-profit sectors – who bring leadership, fresh thinking, and a commitment to supporting our diverse communities. If this sounds like you, we encourage you to apply.

Join us in building a better Birmingham — bold, modern, and resident-focused.
